Which Platforms Actually Work for Refugees in Uganda?

This map is built on real experience — not policy documents. UWA community members, programme graduates, and partner organisations contribute ratings based on actual use. When you sit in a meeting and someone says "refugees can just use PayPal" — this data says otherwise.

MTN Mobile Money
Widely accessible. Refugees with a valid refugee ID (Mandate Card or UNHCR attestation) can register and use MTN MoMo. International platforms like Upwork and Deel support direct payout to MTN MoMo in Uganda.

Good coverage across Uganda including settlement areas. Registration requires valid ID. Works as a receive-only option for most international platforms.

Uganda is a fully supported country on Flutterwave. Refugees can receive payments from international clients, though business account verification may require additional documentation.

Works well for receiving international transfers to mobile money accounts in Uganda. Used by diaspora communities to support family members in settlements.

Available at many agent locations across Uganda for cash pickup. Refugees with a UNHCR refugee ID card can receive transfers. Commission fees apply.

Cash pickup available in Kampala and major towns. Refugee ID accepted for collection. Not ideal for frequent freelance payments due to fees.

Registration is possible but refugees frequently report account limitations and verification failures when UNHCR documents are submitted. Some have succeeded using a combination of refugee permit + bank statement. Withdrawal via local bank works when account is active.

Account creation is technically possible, and payments can be received. However, withdrawing funds to Ugandan bank accounts is not supported. Community workarounds exist (withdrawing via a third-party account) but are unreliable and against PayPal ToS.

Uganda is listed as a supported contractor country. However, refugee-specific documentation (refugee permit, UNHCR letter) can complicate the KYC process. Some UWA members have been successfully onboarded after escalating to Deel compliance support.

Uganda is on the supported contractor list. Similar to Deel, refugee documentation adds friction to onboarding. Payments are made via local bank transfer, which requires a Ugandan bank account.

Wise (TransferWise)
Uganda is NOT currently a supported country for Wise account holders. Refugees with a Ugandan address cannot create a Wise account, and international clients sending via Wise cannot direct funds to Ugandan accounts without an intermediary.

Uganda is not on the list of supported countries for Stripe business accounts. Refugees and Ugandan nationals alike cannot accept direct Stripe payments without a registered entity in a supported country.

Refugees can create profiles and win contracts. The platform does not explicitly block refugees. The bottleneck is payment withdrawal — Upwork supports Payoneer and bank transfer, both of which have barriers for refugees (see Payoneer entry). MTN MoMo withdrawal is available in Uganda.

Account creation is possible. Earnings withdrawal requires PayPal (problematic — see entry) or bank transfer. Some refugees successfully use Payoneer as an intermediary for Fiverr withdrawals.

Can bid on projects and get hired. Payment withdrawal faces the same barriers as Upwork and Fiverr — PayPal and Skrill are the main options, both challenging for refugees.

Very high talent bar (top 3% screening). Technically accessible to skilled refugees. Payment via Payoneer or wire transfer — Payoneer is the more realistic option (see entry). No country ban.

Open to designers globally. Payment via PayPal or bank transfer. The same withdrawal barriers apply. Has been used by UWA alumni designers with varying success.

Centenary Bank Uganda
One of the most refugee-friendly banks in Uganda. Centenary Bank has an active partnership with UNHCR and OPM to provide banking access to refugees. A refugee permit + UNHCR attestation letter is generally sufficient to open a basic savings account.

Equity Bank Uganda
Offers refugee-specific account products. Has branches near major settlements and in Kampala. Requires refugee permit and UNHCR registration documents. Has been used successfully by many UWA programme participants.

Stanbic Bank Uganda
Policy allows refugee accounts, but individual branch discretion varies significantly. Some UWA members report being turned away without clear reason. Best to go to the main Kampala branches with a full documentation set and, if possible, an introductory letter from UNHCR or a known NGO.

State-owned bank with widespread branches. Refugee accounts technically permitted under national policy, but implementation is inconsistent. Lower fees than commercial banks; useful if successfully onboarded.
