Navigate the Barriers That Exist Right Now

We're advocating to change the systems — but you need to earn today. These guides contain honest, tested workarounds for the platform barriers refugees face in Uganda. They are updated as the situation changes and are written by people who have actually done this.

  1. Choose a refugee-friendly bank — Start with Centenary Bank or Equity Bank Uganda. These have explicit refugee inclusion programmes and accept OPM documentation.
  2. Gather your documents — You need: (1) Your Refugee Certificate (OPM-issued), (2) A UNHCR Attestation Letter (get this from your nearest UNHCR field office — it is free), (3) Two passport-sized photos, (4) A utility bill or letter showing your address (a letter from your landlord works).
  3. Visit the branch in person — Kampala main branches are most likely to process refugee accounts. Do not use settlement sub-branches for initial opening — they may not have the authority to process refugee documentation.
  4. Ask for the "Refugee Account" or "Inclusive Banking" product — These have lower minimum balances (sometimes zero) and fewer fees.
  5. If refused — Ask to speak with the Branch Manager. Politely cite the Refugees Act 2006 Section 29 and Bank of Uganda guidance. If still refused, contact UNHCR Uganda at ugaka@unhcr.org — they can intervene directly.
  6. After opening — Request internet banking access. This allows you to receive international transfers via Flutterwave, Worldremit, and some Deel/Remote.com payments.
  1. Start the registration at payoneer.com — Select "Freelancer" as your account type. Use "Uganda" as your country.
  2. Personal Information — Enter your name exactly as it appears on your Refugee Certificate. Use a consistent name across all platforms to avoid ID mismatch rejections.
  3. ID Verification — Payoneer accepts these refugee documents: Refugee Certificate (OPM) OR UNHCR Mandate Letter. Upload high-resolution scans. If the system auto-rejects (common), proceed — you'll get a human review.
  4. If auto-rejected — Email Payoneer customer support at support@payoneer.com with the subject line "Refugee ID Verification - Uganda." Attach your Refugee Certificate and a brief explanation. Human agents can override the automated rejection.
  5. Bank account linking — Link your Centenary Bank or Equity Bank account for withdrawals. Use the exact name on your bank account (must match ID).
  6. First payment — Ask a client to send a test payment of $5–10 after approval. Confirm withdrawal works before accepting large contracts.
  1. Create your Upwork profile — No restrictions on country of registration. Use your real name. Write your profile in flawless English — this is the first thing clients see.
  2. Set up your payment method — In Upwork payment settings, choose "M-Pesa" (listed under Kenya but also shows for Uganda) or "Bank Wire." For bank wire, link your Centenary or Equity Bank account. Payoneer is also available if you have an active account.
  3. Start with Fixed-Price contracts — More accessible for new profiles. Avoid hourly contracts initially (they require a time-tracking app that can cause disputes).
  4. Build your first reviews quickly — Apply to small, specific jobs. A $20–50 contract with a 5-star review opens much larger opportunities. Quality > quantity of proposals.
  5. Withdrawal — Upwork supports Direct-to-Bank (Uganda) and MTN Mobile Money. Select MTN Mobile Money for the fastest access to funds (24–48 hrs). Minimum withdrawal is $1.
  6. Tax on Upwork — Upwork does not withhold Ugandan tax. You are responsible for declaring income above UGX 2.82M/yr to URA. See the Legal Guide for details.
  1. Register MTN Mobile Money — Visit any MTN service centre with your Refugee Certificate. Registration is free. You receive a MoMo wallet linked to your phone number.
  2. Ask clients to use WorldRemit or Flutterwave — Both support sending directly to MTN Uganda mobile money from abroad. Provide your MTN number and full name.
  3. For Upwork clients — Upwork can pay directly to Uganda MTN MoMo. No additional setup required.
  4. Withdrawal limits — MTN MoMo has daily withdrawal limits (UGX 7,000,000 per day as of 2024). For larger payments, plan multi-day withdrawals or use a bank transfer.
  5. Currency conversion — International payments arrive in UGX at the day's exchange rate. MTN's rate is typically 0.5–1.5% below mid-market. Compare with the Centenary Bank rate for larger amounts.
  6. Keep transaction records — Screenshot every incoming transaction. You need these for tax purposes and for any future dispute resolution.
  1. Create a Fiverr account — Standard registration; no country restrictions. Use your real name matching your ID.
  2. When asked for ID verification — Fiverr uses automated verification. Upload your OPM Refugee Certificate as "government-issued ID." Take a clear, well-lit photo of the document and your face (selfie verification).
  3. If auto-rejected — Contact Fiverr Trust & Safety team at help.fiverr.com. State: "I am a refugee in Uganda. My primary ID is an OPM Refugee Certificate, which is legally equivalent to a national ID under Uganda's Refugees Act 2006." Attach scans.
  4. Payment from Fiverr — Fiverr supports Payoneer withdrawal (see Payoneer guide) and direct bank transfer. PayPal is listed but doesn't support Uganda withdrawals. Use Payoneer as your primary.
  5. Profile optimisation — Fiverr profiles with a professional photo, video introduction, and complete portfolio see 3–5x higher order rates. Use Canva to create strong gig images.
  6. Pricing — Start competitive ($10–20 for your first gigs) to build reviews. After 5+ 5-star reviews, increase prices. Fiverr charges 20% commission.
  1. Why get a TIN? — Required for opening corporate bank accounts, large contracts, formal employment, and any Ugandan business registration. Also required if you earn above UGX 2.82M/year.
  2. Apply online — Go to efris.ura.go.ug. Click "Register for TIN." Select "Individual (Non-Citizen)." Upload your Refugee Certificate.
  3. In-person option — Visit URA's main office on Nakawa Industrial Area, Kampala. Bring your Refugee Certificate + UNHCR attestation letter. Processing is usually same-day.
  4. Declare your income category — For freelancers, select "Self-Employed" as your income type. This determines your tax obligations.
  5. File returns annually — Tax year in Uganda runs July–June. Returns are due by 31 December. Online filing available at efris.ura.go.ug. If you earn below the threshold, you still file a nil return.
  6. Keep records — Maintain a simple spreadsheet of all payments received, with dates and client names. URA can request these during audit.
